An Army “brat” born in Augsburg, Germany, Joelle Rankins Goodwin is a 1982 graduate of Lincoln High School, in Portland, Oregon she went on to earn a bachelor’s degree in communications from the University of Oregon and a masters in psychology from Hood College in Frederick, Maryland, she also graduated from the Space Coast Health Institute earning a certificate in Massage Therapy.  Joelle retired from the United States Army after 24 years of service, and now works in the Office of Admissions at the University of Oregon. 

Joelle was Mrs. Oregon America 2009, she loves being involved in the world of pageantry and was formerly the Co-Director of the Miss Lane County Scholarship Program, and former Executive Director of the Mrs. Oregon America Pageant, she is currently the contestant Coordinator for the Mrs. America Organization. She served as President of the Lane County Chapter of the University of Oregon Alumni Association, and has served on numerous executive non-profit boards to include, Southtowne Rotary, Episcopal Campus Ministries (ECM), and the HIV Alliance, to name a few.  Joelle is passionate about AIDS/HIV prevention and patient advocacy. 

When not working or volunteering, Joelle enjoys bodybuilding, traveling with her husband Bob and son Ian (28).   Her English Bulldogs Patsy and Abner are constant sources of amusement and make life in the Rankins/Goodwin household interesting.
